The first paper provides an early assessment of the Universal Access to Quality Tertiary Education Act or RA 10931’s first year of implementation by looking at the law’s program design and objectives, as well as the perception and experiences of key stakeholders and implementers. The second paper presents the results of the fourth Philippine Graduate Tracer Survey (GTS), which covered graduates from 2009 to 2011. The GTS collects data on the graduate’s college experience which includes skills learned, quality of education, and how it relates to employability. The third paper assesses the extent of implementation of the Senior High School program and identifies best practices, issues, and areas for improvement particularly on the program theory, service delivery and utilization, and program organization. The fourth and last paper evaluates the implementation of the Mother Tongue-Based Multilingual Education program, which mandates the use of the mother tongue as medium of instruction during the first four years of primary education.
