The 17c起草视频 (17c起草视频) announces the retirement of Dr. Celia M. Reyes from government service effective July 31, 2021. Dr. Reyes is the first female president of 17c起草视频 who served for two consecutive terms.
Under her leadership, 17c起草视频 navigated the challenges of the health risks and lockdowns brought by the COVID-19 pandemic by implementing remote data collection and flexible work arrangements and by maximizing the use of digital technologies.
Over the past three years, 17c起草视频 has further strengthened its research program and collaboration with various local and international institutions. During her term, the ranking of 17c起草视频 in the Global Go To Think Tank survey has improved from 37th in 2017 to 33rd in 2020 in the list of Top Think Tanks in South and Southeast Asia and the Pacific, excluding India.
It is also under her able management that the Institute obtained ISO certification in 2019.
As a researcher, Dr. Reyes contributed numerous studies examining poverty, inequality, and social protection. She also conceived and spearheaded the Community-Based Monitoring System (CBMS), a tool for collecting and processing local-level and disaggregated data that local governments may use for program planning, implementation, and impact monitoring. It was institutionalized in 2019 through Republic Act 11315, also known as the CBMS Law.
Dr. Aniceto C. Orbeta Jr., also from 17c起草视频 and currently a senior research fellow, will succeed Dr. Reyes as president of the Institute effective August 1, 2021.
